The Government of Uttar Pradesh, on, August 27, 2026, has notified the Uttar Pradesh Code on Social Security Rules, 2026 under the Code on Social Security, 2020. The Rules extend to the entire State of Uttar Pradesh.
The following has been stated:
The Rules supersede various existing State rules relating to workmen’s compensation, maternity benefits, gratuity, building and other construction workers, unorganised workers and social security, including the Uttar Pradesh Code on Social Security Rules, 2021.
The Rules provide for the constitution and functioning of the Uttar Pradesh Unorganized Workers Social Security Board and the Uttar Pradesh Building and Other Construction Workers Welfare Board, including their composition, tenure, meetings, powers, duties and administration.
The Unorganized Workers Social Security Board will be responsible for recommending and supporting the implementation of welfare schemes for unorganised workers, administering the Social Security Fund, monitoring expenditure and addressing complaints.
The Rules also provide for the administration of the Uttar Pradesh Social Security Fund, including its sources of funding, utilization, budgeting, accounts and audit requirements. Administrative expenses of the Board are capped at 5% of the total expenditure on schemes formulated by the Board.
Further, the Building and Other Construction Workers Welfare Board may formulate and implement social security schemes and welfare measures, with provisions relating to eligibility, benefits, application procedures, approvals and disbursement.
The Rules also prescribe provisions relating to the Employees’ Insurance Court and appeals, along with other procedures for implementing the provisions of the Code on Social Security, 2020.
